HOPE Fair Housing Center introduces New Executive Director, Anne V. Houghtaling

The Board of Directors of HOPE Fair Housing Center is pleased and honored to announce the appointment of Ms. Anne V. Houghtaling as the new Executive Director, effective October 1, 2011.

Ms. Houghtaling is an attorney who has worked to further fair housing for over 16 years. As the Director of Compliance at HOPE, from 1995–2001, she oversaw complaint intakes; test design, execution, and analysis; site selection; tester training; and legal counsel coordination. Ms. Houghtaling managed several lender self-testing projects, which included forming test methodologies, reviewing underwriting policies, and reporting findings to department management. She also coordinated national testing projects including the 2000 HUD national rental and sales study for the Chicago area.

While at the National Fair Housing Alliance (NFHA) from 2001-2011, Ms. Houghtaling oversaw two major government enforcement testing contracts, one new fair housing group grant, and collaborated on the testing methodologies for the Loan Modification and REO project. This project evaluated and compared how servicers/lenders maintained foreclosed homes located in predominately African American, Latino, and White neighborhoods.

She contributed to Fair Lending Training programs created for Fannie Mae, Freddie Mac, loan servicers, and several private lenders.

She oversaw NFHA-initiated investigations of builder compliance with the Fair Housing Act’s design & construction requirements, and internet housing advertisements. As a result of her work, NFHA filed both administrative complaints and federal court litigation, culminating in formal discrimination charges. These cases have resulted in affirmative relief through conciliations, settlements, agreements, and consent decrees.

Ms. Houghtaling has conducted hundreds of training sessions for testers, test coordinators, investigators, advocates, and industry professionals throughout the country. Her services have been available through NFHA’s in-service training, annual conferences, and Fair Housing Schools ©.

HOPE’s board of directors and staff are very pleased that Ms. Houghtaling has decided to come back to HOPE where she started her career in fair housing.
